The US state you’re searching for boasts an unoriginal state butterfly and an endemic state freshwater fish. On its Wikipedia page you’ll find a photo of a man in an unusual swimming costume.

Free maps ahoy! I got misled by the red herring and took the better part of an hour today. It only makes finding the solution more satisfying!
