Where am I?

Using the following clues (the map above is purely decorative) in combination with Street View, work out my location.

Although Roman, THC’s chief puzzlewright, would be interested to know how long it takes you to solve this solo foxer, he’d rather you didn’t put spoilers or solutions in the comments.

Today I’m in the low-lying capital city of a country that is named after a river and is ruled by a polygamous president. The river in question is shorter than the Rhine. The president in question has lived and worked in the UK, and has a surname that can be found in an English dictionary and on a map of England. About 590 metres from an unusually powerful ship, and 2000 feet from a beached ferry, I’m a ten minute walk from a flour mill, and a six minute drive from a prison with a grim reputation. The nearest Anglican place of worship is NNW of my location.
