Where am I?

Using the following clues (the map above is purely decorative) in combination with Street View, work out my location.

Although Roman, THC’s chief puzzlewright, would be interested to know how long it takes you to solve this solo foxer, he’d rather you didn’t put spoilers or solutions in the comments.

Today I’m on a city street named after a pioneering scalpel wielder who died in the mid 1950s. The person in question appeared on a postage stamp issued less than ten years ago. The city I’m in is European and has a nine-letter name. If you split the name into three equal parts you’d end up with three words found in the English official Scrabble dictionary. On the city’s Wikipedia page there’s a photo of some scary-looking capirote wearers. There’s also one of a rugby stadium that opened in the Sixties. The nearest capital city to my location has a population of under 25K. A city about 45 miles from my location was name-checked in the title of a THC article last month.
