Where am I?

Today you’ll find me in a country that reached the quarter-finals in this year’s UEFA Women’s Championship, and has a photo of a tattered flag on its Wikipedia page. About twenty miles from the nearest coastline, I’m standing directly above a single track railway line on a ‘D’ road with a three digit number (added together, the three digits equal twelve). A stone’s throw away is a structure that wasn’t designed by a famous 19th century civil engineer but unofficially bears his name. The closest railway station lies to the south and shares a first letter with the next station up the line. The capital city of the country you’re seeking is over 500 miles away from my location. Canyoning is a popular tourist activity in this vicinity and WRC rallies have been staged not all that far away.
