Where am I?

Today I’m in a town that has a smaller population than Monaco. The town’s name begins and ends with a vowel, and appears on maps of South Africa’s second largest and Canada’s fifth largest city. Closer to a closed railway station than an open one, I’m about 415 metres from a sizeable curved weir, and 340 metres from an al fresco 84mm field gun. The street you are searching for shares a name with a swanky London hotel and a ship torpedoed in the Spring of 1917. The country you are after won six times as many medals at the 1988 Paralympic Games as it did at the 2020 Paralympic Games.
