Where am I?

Using the following clues (the map above is purely decorative) in combination with Street View, work out my location.

Although Roman, THC’s chief puzzlewright, would be interested to know how long it takes you to solve this solo foxer, he’d rather you didn’t put spoilers or solutions in the comments.

Today you’ll find me in a city mentioned in a famous 1897 novel. The city is in a country that joined NATO on the same day as one of its neighbours. The country’s president is a former warbird pilot. Within 1.5 kilometres of my location are two planetariums, one dolphinarium, a Holocaust memorial, and a Mil Mi-4. The closest bus stop is about 115m away.     Took me far too long to find the no longer eternal flame. There is in fact another no longer eternal flame in the same city and I was trying to see if I could spot it between buildings. Nope, it was very much more obvious than that.
    Apart from that, less than 20 minutes. Knowing places mentioned in the 1897 novel helped.
